What has already been approved?
In August 2025 a full planning application was approved by Antrim and Newtownabbey Borough Council for Phase One of the development, which includes building 39 homes and is currently under construction. You can view the detail of the planning permission on the Northern Ireland Planning Portal using reference: LA03/2024/0807/F
Where is the site?
The site is located in Antrim on land bounded by Ballymena Road to the south and Niblock Road to the east. The site covers 3.4 hectares of undeveloped land, with no active farming operations taking place on the application site.
This land is proposed as phase two of THPL ‘s development at Niblock Road, proposed to the west of phase one, which was given planning permission in August 2025.
What is included in the full planning application?
The full planning application seeks permission from Antrim and Newtownabbey Borough Council for 125 new homes, new public open space, a landscaped riverside walkway along the Dunsilly Burn, pedestrian and cycling connections, extensive planting, car parking, and associated site infrastructure works.
The full description of development on the planning application requests permission for the ”Erection of 125no. dwellings (comprising 6no. detached, 52no. semi-detached and 67no. apartments) with associated car parking, private and communal amenity space, landscaping, site works and access arrangements from Niblock Road.”

Where are we in the process?
The project team submitted a Proposal of Application Notice (PAN) on 1st April 2026 to Antrim and Newtownabbey Borough Council to notify them of our intention to submit a major planning application.
As part of the PAN process, we are sharing our proposals with the public through this consultation to seek feedback. Interested parties have been notified through a combination of a public notice in the Antrim Guardian, a local leaflet drop and emails to the elected representatives for the area.
At the end of the public consultation period, which closes on Friday 19th June 2026, all feedback received will be reviewed and considered by the project team. A summary of the consultation and responses will be set out in a Pre‑Application Community Consultation (PACC) Report, which will be submitted as part of the planning application.
Once the planning application has been submitted to Antrim and Newtownabbey Borough Council, a statutory consultation period will take place. During this stage comments can be made directly to the Council as they assess and determine the application.
